How to Convert a PDF to a Fillable Form (Free, 2026 Guide)

Create a new form

Open Formester and sign in. From the dashboard, click Create New Form, then pick Convert PDF to Formester Form. This route handles both clean digital PDFs and scanned documents, so a phone photo of a paper form works the same way as an exported invoice.

Upload the PDF

Drag the PDF into the upload zone. The AI reads the page, finds every blank line, checkbox, signature space, and label, and maps them to form fields. Review and edit detected fields

Design the form

Every submission then produces a filled, downloadable PDF, auto-sent to the respondent's email if you want. The dashboard still captures the structured data, so you get both formats from one submission.

Open the PDF in Adobe Acrobat Pro. The conversion happens inside Acrobat in five clicks.

Run Prepare Form

Tools, Prepare Form. Acrobat scans the page and proposes form fields. On scanned documents, Acrobat runs OCR first; scan-to-form quality varies, so check every detected field.

Edit field properties

Set field types, required flags, and labels. Rename anything Acrobat got wrong.

Save and distribute

File, Save As. Distribute by email or save to a network share.

Optional: enable Reader Extensions

Turn on Reader Extensions so anyone with free Acrobat Reader can fill and save the file. Skip this and respondents need Acrobat Pro to save their progress.
